Does the Kanban Maturity Model make Kanban a framework?

When I first saw the Kanban Maturity Model, I thought: it looks like a checklist, how can this work with a Kanban system at all? I found a potential answer to this question which turned out to be very useful in Agile Transformations with traditional clients. And I want to challenge it with you in a group discussion.
